Blackout comes from the 2003 12" Blackout figure, and is made to look like the 2003 3 3/4" Blackout. Luckily, the molded-on long sleeve shirt this figure has is completely hidden underneath his uniform. The character is supposedly Barrell Roll's brother, but I don't really see any resemblance.
