Fred VII here comes from the comic book continuity of G.I. Joe, wherein he impersonated Cobra Commander for several months. I made him from the 2001 Cobra Commander body and the head of the 1992 General Flagg. Once again, the curse of the comic packs came calling, and Hasbro released their own version in 2005.
